The program will not add it to the list of installed programs.
Adding PE to the registry entry in HKLM\Software\Wow6432Node\Microsoft\Windows\CurrentVersion\Uninstall does not make any difference.
What should I try to run it to check whether it really is a program or just a graphical user interface(GUI) of some type I am not aware of?
Any help is greatly appreciated.

The program is called PCUnlocker.
It’s a tool from unidroid to enable and disable Microsoft Software Protection on Windows 8.x and Windows 10.
Download it from this link or use the link below:
This is a 32bit version and you need to download it and unzip it if you need a 64bit version.
Do this:
Unzip the file. Move it to where you can find it.
Run this command as admin:
xcopy „C:\Path\To\Unzip\File” C:\Path\To\PCUnlocker\
Open the program. Click on the ‘Create Shortcut Button’.
A new shortcut to PCUnlocker will be created.
Click on the newly created shortcut.
You should now see a new icon on your desktop.
It should open the pcunlocker.exe from the unzipped folder.
The version I have is 4.6.0.
Now you should be able to disable/enable SSP.
